In the decades following Kumar Singh and Greta Schlotte's quantum improvement of the short range Congruence Drive, members of the 12 Nations entered into a period of intense competitive exploration. After several near-wars were barely averted and two real wars were fought, the 12 Nations Council created the Terran Navy to maintain the peace and to act as a combined exploration force. Large naval bases were set up along the most important Slinglines. Among the largest of these was Ellis Station.

Ellis Station was constructed in Gold System, two Slingshot jumps from Sol. Like all such bases, Ellis had the responsibility of both policing the local system and supporting the naval and civilian ships in transit. The abundant natural resources available in Gold System brought a large influx of engineers and miners, scientists and tourists. These legitimate interests were quickly followed by the establishment of several bands of marauders, largely based in the huge outer system.

The Ellis Guardian units, initially forced to use second line equipment because of budgetary constraints, were barely able to maintain the security of the system. When the Exploration Ship TNE Beagle discovered the first truly Earth-like planet one Slingshot jump from Gold, Gold System traffic increased exponentially, putting a severe strain on the Ellis Guardian forces. Also, sometime during this period, an illegal drug cartel was established in the extreme outer reaches of Gold System, in that area known as the Clouds...

I ask you, Good Reader, to stretch your mind back beyond the last five decades of conflict, to that time before we first came in contact with our Implacable Enemy, before even we met our Sometime Ally. Most of you, if you consider that time at all, think of it as a time of Peace, a time of Adventure, a time of Limitless Possibilities. If you do, you are wrong! Let me take you, Good Reader, to the time of the Drugger War!
